The Town of Three Hills has partnered with the Town of Trochu, a Designated Community, on the Rural Renewal Stream Program. This program was released by the Alberta Government in 2022 to support the attraction and retention of newcomers to rural Alberta communities.
The first step of the Rural Renewal Stream program is for Employers in the Town of Three Hills to identify the labour shortage and complete a program eligibility requirement. If an Employer meets the program criteria, they can begin the process.
Employer Approval Process
- Complete the Rural Renewal Employer Application Form.
- Submit the completed form with a letter of support from another established business operating in the Town of Three Hills to ea@threehills.ca or in person to the Town Office.
- We will review the submitted Rural Renewal Employer Application and letter of support, and if all requirements are met and we are satisfied that the Employer can support a candidate(s), the Town of Three Hills will issue a letter of support.
- The Rural Renewal Employer Application and letter of support from the Town of Three Hills will then be sent to the Trochu Rural Renewal Committee for further review and consideration.
- A representative from the applying business must attend the committee meeting either in person or via Zoom. The Trochu Committee meets on the last Thursday of every month.
- The Employer will either be approved or denied by the Trochu Committee and if approved, will be eligible to proceed with candidate applications.
Candidate Approval Process
- Once the Employer has been approved by the Trochu Committee, complete the Rural Renewal Stream Candidate Application Form and submit to ea@threehills.ca or in person to the Town Office.
- The Town of Three Hills will host a Committee meeting to review the Candidate Application and, if satisfied, will provide a letter of support for the Candidate.
- The Rural Renewal Candidate Application and letter of support from the Town of Three Hills will be sent to the Trochu Committee for final review.
- The Trochu Committee will review the Rural Renewal Candidate Application and letter of support and will approve or deny the Candidate.
- If the Candidate is approved, the Trochu Committee will provide the Employer with a Community Support Letter for the Rural Renewal Stream.

Employer and Candidate approvals can take one to two months depending on when applications are received and when the Trochu Committee meets (last Thursday of every month). Employers will receive information and updates throughout the process as they are available.
Does an Employer require a Town of Three Hills Business Licence?
Yes, a Town of Three Hills Business Licence is required. All businesses must be established within the community and meet the Government of Alberta requirements.
Is there a maximum number of candidates that an Employer can support?
Yes, there may be restrictions on the number of candidates/nominees an Employer can support depending on the viability of the business. The Government of Alberta has recently made changes to employer requirements which can be found here.
Is there a fee?
No, the Town of Three Hills does not charge a fee for reviewing and providing letters of support for Employers or Candidates.
Does the Town of Three Hills assist Candidates with job applications and job searching?
